Chief of Financial Investigations
Monica Chang serves as Chief of Financial Investigations, overseeing the civilian financial investigations unit within the Investigations and Enforcement Bureau (IEB). She has been with the Commission since December 2014, first as a Financial Investigator before advancing to Manager and then to her current position as Chief. Her unit works closely with other divisions in the IEB, including the Gaming Enforcement Unit of the Massachusetts State Police (MSP), the Division of Licensing, and the Office of the Chief Enforcement Counsel.
One primary function of the unit is to conduct financial investigations of individuals and businesses seeking licensure to participate in gaming or sports wagering in the Commonwealth of Massachusetts. These financial due diligence reviews, along with background investigations carried out by the MSP, are conducted to determine the suitability of the applicants and ensure they meet the established standards of integrity, honesty, and good character.
Before her role at the Commission, Chang began her career in the Assurance practice with PwC, one of the Big Four accounting firms. She completed financial statement audits of financial services corporations and SEC-registered mutual funds by carrying out planning, risk assessment, and control and substantive testing while ensuring US GAAP compliance.
Chang graduated from the University of Texas at Austin with a Master’s in Professional Accounting and a Bachelor’s in Business Administration. She is currently a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and Certified Fraud Examiner (CFE).
