Director of Investigations and Enforcement Bureau

Caitlin Monahan is the Director of the Massachusetts Gaming Commission’s (MGC) Investigations and Enforcement Bureau (IEB), a role she has held since December 2023. She also serves as Deputy General Counsel for the MGC, a position she has held since February 2021. In these roles, Monahan oversees the IEB’s regulatory and enforcement operations while providing legal counsel to the Commission on complex gaming and sports wagering matters. She led the team responsible for drafting and promulgating the regulatory framework governing the sports wagering industry in Massachusetts. Monahan directs all aspects of MGC adjudicatory hearings, oversees litigation matters, and serves as the primary liaison between the legal department and the IEB, Sports Wagering Division, and Racing Division.

Prior to joining the MGC in 2021, Monahan spent nearly a decade at Wilmer Cutler Pickering Hale and Dorr LLP (WilmerHale), where she served as Counsel in the Litigation Department. During her tenure at WilmerHale, she managed case teams through all stages of civil litigation and represented clients in court proceedings. Earlier in her career, Monahan served as a Certified Legal Intern at the Middlesex District Attorney’s Office and as Assistant to the Undersecretaries for Homeland Security & Law Enforcement at the Massachusetts Executive Office of Public Safety and Security.

Monahan earned her Juris Doctor from Harvard Law School and her Bachelor of Arts in Government from Harvard College.
