Director of Investigations and Enforcement Bureau
Caitlin Monahan is the Director of the Massachusetts Gaming Commission’s (MGC) Investigations and Enforcement Bureau (IEB), a role she has held since 2023. The IEB is tasked with ensuring the integrity of Massachusetts gaming and sports wagering operations. As Director, Monahan oversees the Chief Enforcement Counsel’s Office, the Gaming Agents Division, the Financial Investigations Division, the Gaming Enforcement Unit, and the Licensing Division. She previously served as Deputy General Counsel for the MGC. In that role she led the team responsible for drafting and promulgating the regulatory framework governing the sports wagering industry.
Prior to joining the MGC in 2021, Monahan spent nearly a decade at Wilmer Cutler Pickering Hale and Dorr LLP (WilmerHale), where she served as Counsel in the Litigation Department. During her tenure at WilmerHale, she managed case teams through all stages of civil litigation and represented clients in court proceedings. Earlier in her career, Monahan served as Assistant to the Undersecretaries for Homeland Security & Law Enforcement at the Massachusetts Executive Office of Public Safety and Security.
Monahan earned her Juris Doctor from Harvard Law School and her Bachelor of Arts in Government from Harvard College.
