Gaming Agents Division Chief

Burke Cain has been with the Massachusetts Gaming Commission (MGC) since 2015, where he began as the Investigation and Enforcement (IEB) Field Manager of Gaming Operations before advancing to his current role as Gaming Agent Division Chief for the IEB. In this role, Cain directs regulatory operations at all three licensed casinos in Massachusetts, leading a statewide team of over 35 gaming agents while overseeing all daily compliance activities and operational auditing. He works directly with the Massachusetts State Police Gaming Enforcement Unit and serves as the direct liaison to the IEB Enforcement Counsel regarding violations, corrective measures, and punitive actions.

Cain brings over 42 years of gaming regulatory experience to his role at the MGC. His career began in 1983 with the New Jersey Casino Control Commission, where he served in the Compliance Division for nearly three decades. Cain next served as an Investigator with the New Jersey Division of Gaming Enforcement before joining the MGC in 2015. Throughout his career in New Jersey and Massachusetts, Cain has played a pivotal role in launching and overseeing compliance operations for over a dozen casino properties.

Cain graduated from Glassboro State College (now Rowan University) in 1981 with a Bachelor of Science in Business Management, with concentrations in Finance and Personnel.
