Massachusetts Gaming Commission regulations and conditions of the Massachusetts Gaming License require a gaming licensee to identify specific goals for the utilization of Minority Business Enterprises (MBE’s), Woman Business Enterprises (WBE’s) and Veteran Business Enterprises (VBE’s) to participate as contractors in the design and construction of the gaming establishment.
During an open meeting of the Massachusetts Gaming Commission held on Thursday, September 25th, 2014, MassGaming received an update from licensee Penn National Gaming and its contractor Turner Construction relative to construction labor and supplier contracting against their own utilization goals. Penn National and Turner report that construction of the Plainridge Park Casino, a Category 2 (slots-only) establishment at the existing harness racing track in Plainville, Massachusetts is two-thirds complete with a projected opening date of June, 2015. Penn National reports that it has authorized the contractor to award $55 Million in construction contracts. Turner Construction reports that $24.7 Million (44%) has been spent with MBE, WBE, and VBE’s.
