Submission window for Notice of Intent for sports wagering license applications remains open until May 15, 2026

The Massachusetts Gaming Commission would like to remind potential applicants for a sports wagering license that the submission period for a Notice of Intent remains open until May 15, 2026.
The Commission voted unanimously during Public Meeting #586 to reopen the sports wagering licensing process in Massachusetts. The decision was prompted by a request from Bet365, which seeks to apply for a Category 3 Sports Wagering License.
Massachusetts law established three categories of sports wagering licenses, each with defined caps the Massachusetts Gaming Commission was eligible to issue. Category 1 licenses for retail sports wagering at a Massachusetts casino, Category 2 licenses for retail sports wagering at a racing facility, and Category 3 for online/mobile sports wagering. Category 3 licenses can either be tethered to a Category 1 or 2 licensee, or untethered.
When sports wagering launched in the Commonwealth, 16 companies applied for various license types. Of those, three eventually withdrew, one application was deemed incomplete, and two licensees later ceased operations in Massachusetts after receiving their licenses. Companies interested in applying for a sports wagering license are directed to submit a Notice of Intent to the Commission to begin the licensing process.

If applications for Category 3 mobile-only licenses exceed the number available, the Commission will establish a competitive evaluation process.
