WHO:                  Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Brad Hill, Jordan Maynard, Eileen O’Brien, and Nakisha Skinner

WHAT:                    The Massachusetts Gaming Commission will hold public meeting #397 on Thursday, October 13, 2022.

After the meeting is called to order, the commissioners and the Chair will hold a vote on approving meeting minutes for a Commission meeting previously held on April 14, 2022.

Following that vote, the Research and Responsible Gaming team will lead a discussion on the Massachusetts Council on Gaming and Health GameSense Q1 Report.

Loretta Lillios of the Investigations and Enforcement Bureau will then oversee the IEB’s portion of the meeting, which will cover the Encore Boston Harbor-Realty Income REIT Transaction, specifically the Description of Transaction, Trust, & Institutional Investor Issue.

The Racing Division will then head a conversation regarding Plainridge Park Casino’s Request for Promotional Fund Reimbursement for the Summer Handicapping Series, as well as their Request for Capital Improvement Funds Considerations. That portion of the meeting will conclude with a discussion on Quarterly Aid Local Payment.

Todd Grossman of the Legal Division will then speak on four 205 CMR Regulation Amendments, including: 138.02 (Licensee’s System of Internal Controls), 138.05 (System for Ensuring Employees Are Properly Licensed or Registered), 138.07 (Floor Plans), and 138.62 (Payment of Table Game Progressive Payout Wagers; Supplemental Wagers Not Paid from the Table Inventory).

The Finance Division is then anticipated to discuss the FY22 Budget Close-Out.

Following that conversation, the Commission will then discuss Sports Wagering Process Updates – including a Review of Public Comments regarding the Sports Wagering Application, an Update on Contractual Services for Sports Wagering Implementation, Daily Fantasy Sports Registration and Tax Filing Forms, and Divisional Updates.

A Preliminary Discussion of the Licensing Evaluation Process is then set to follow before Commissioner Updates round out the meeting.

There is also time reserved at the end of the meeting for other business the Chair did not reasonably anticipate at the time of this posting.

The Commission reserves the right to vote on these matters during this or future meetings.
