Meeting Notification: MGC to hold public meeting on November 5; Conference Call Available

WHO:               Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Gayle Cameron, Eileen O’Brien, Bruce Stebbins, and Enrique Zuniga 

WHAT:              The Massachusetts Gaming Commission will hold public meeting #325 on Thursday, November 5, 2020.

After an approval of minutes, Executive Director Karen Wells will provide an update regarding MGC job listings, followed by a racing overview from Dr. Alex Lightbown, the MGC’s Director of Racing.

Members from the MGC’s Investigations and Enforcement Bureau will then provide on-site casino updates, and will request that the Commission vote on the following:

  • Review and Discussion Regarding Minimum Requirements for the Initial Phase 3 Opening of Gaming Establishments (the “Gaming Guidelines”) – VOTE
  • Review and Discussion Regarding Protocols for Conduct of Live Racing Under COVID-19 (the “Horse Racing Guidelines”) – VOTE
  • Review and Discussion Regarding Plans for Reopening of Simulcast Facilities (PPC; Raynham; Suffolk Downs) (the “Simulcast Guidelines”) – VOTE

Chief Financial and Accounting Officer Derek Lennon and Interim Investigations and Enforcement Bureau Director Loretta Lillios will ask that the Commission vote on the following:

  • MGM Springfield Gaming Beverage License Amendment Request – Addition of new licensed area (“smart bar service bar”) – VOTE
  • Gaming Service Employee Exemption Requests – VOTE

Interim Director Lillios and Senior Enforcement Counsel Katherine Hartigan will request that the Commission vote on two Plainridge Park Casino suitability individual qualifiers, and five Encore Boston Harbor suitability entity qualifiers.

Joe Delaney, Chief of the MGC’s Division of Community Affairs, will ask that the Commission vote on an amendment to a Community Mitigation Fund grant for the Towns of Foxborough, Plainville and Wrentham.

Dr. Lightbown will request that the Commission vote on an Application to Hold or Conduct a Live Racing Meeting in 2021.

Executive Director Wells will lead an internal compliance and audit discussion, and General Counsel Todd Grossman will then discuss a licensee non-disclosure agreement.
