Meeting Notification: MGC to hold public meeting on November 30, 2023; Conference Call Available

WHO: Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Brad Hill, Jordan Maynard, Eileen O’Brien, and Nakisha Skinner
WHAT: The Massachusetts Gaming Commission will hold public meeting #490 on Thursday, November 30, 2023.
After the meeting is called to order, the Commission will vote on a pair of meeting minutes from MGC meetings formerly held on March 8, 2023 and March 9, 2023.
Interim Executive Director Todd Grossman will then head an administrative update, which is expected to cover an update regarding the Mashpee Wampanoag litigation as well as an update on a DOR sports wagering regulation.
Research and Responsible Gaming will lead the following portion of the meeting, which will include a presentation of the Encore Boston Harbor, First Three and a Half Years of Operation: Economic Impacts Report.
Dr. Alex Lightbown will then lead a discussion with the Commission regarding an amendment to the 2023 Plainridge racing meeting license regarding the number of race days. Finance is expected to follow, where they will cover annual raises.
In the ensuing portion of the meeting, the Sports Wagering Division will present a request for house rules amendments from FanDuel and a request to void wagers from DraftKings.
The Community Affairs Division is then expected to lead a review of a potential reallocation of unexpended funds regarding Springfield’s 2020 Public Safety Grant.
The Licensing Division will then discuss an approval of a form for requesting renewal of a temporary license to conduct sports wagering.
Both the Legal Division and the Investigations and Enforcement Bureau are slated to lead a discussion regarding a possible adoption of policy and procedures for the administration of certain non-compliance matters arising under G.L. c. 23N and 205 CMR 232.
The MGC is then expected to enter concurrent executive sessions to discuss the following topics: EBH floor plan expansion, security at MGM Springfield, update to MGC office lease, and executive session meeting minutes from four executive sessions held in December 2021.
Commissioner Updates are expected to round out the meeting.
There is time allotted near the end of the meeting for any other business that the Chair did not reasonably anticipate at the time of posting.
