Meeting Notification: MGC to hold public meeting on November 20, 2025; Conference Call Available

Once the meeting is called to order, the Commission will review meeting minutes from previous Commission meetings on February 15, 2024, February 29, 2024, October 21, 2025, and October 23, 2025.

The Community Affairs Division will then present Encore Boston Harbor’s quarterly report, as well as a request to re-allocate Medford’s FY2026 Block Grant Community Mitigation Funds.

The Investigations and Enforcement Bureau will follow with several items, including a waiver request of the timeliness requirement for leave to obtain a renewed license for Bally’s Interactive, LLC. There will also be a review of the IEB’s recommendation of assessment of a Civil Administrative Penalty pursuant to 205 CMR 232.02(2), regarding noncompliance related to wagers on an unapproved event by American Wagering Inc., d/b/a Caesars Sportsbook.

The Finance Division will follow with an update on the central monitoring system.

The meeting is then expected to enter into an executive session for a discussion regarding collective bargaining of the SEIU Local 888 Agreement.

Once the meeting has reentered public session, Commissioners expect to hear from the Legal Division for two matters that will require the meeting to enter another executive session. Once the second executive session has concluded, the meeting will reenter public session again to discuss 205 CMR 149.00: Race Horse Development Fund.

The Sports Wagering Division will follow with updates to the house rules of Fanatics, Encore Boston Harbor, BetMGM, and FanDuel.

The Commission will then discuss the approval of Penn Sports Interactive’s rebrand from ESPN Bet to theScore Bet.

Commissioner Updates are expected to follow, rounding out the meeting.
