Meeting Notification: MGC to hold public meeting on morning of September 8, 2022; Conference Call Available

WHO:                  Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Brad Hill, Jordan Maynard, Eileen O’Brien, and Nakisha Skinner

WHAT:                    The Massachusetts Gaming Commission will hold public meeting #390 on Thursday, September 8, 2022.

After the meeting is called to order, the Commission will discuss the Treasurer’s Request Regarding Sports Wagering Regulations Related to the Massachusetts Lottery. That portion of the meeting will be led by State Treasurer & Receiver General of the Commonwealth Deborah Goldberg.

Following that, the Commission will proceed with the next portion of the meeting, which will cover MGC Preparations for Matters Related to Sports Wagering.

That discussion will be broken down into the following five parts:

  1. Legal Division, which will cover constructing a regulatory framework, 205 CMR 244.06 regarding Independent Testing Laboratory Certification, and 205 CMR 238.00 regarding House Rules. All three of those topics are anticipated to precede votes by commissioners.
  2. Finance Division, which will cover the Sports Wagering Budget ahead of an expected vote.
  3. Investigations and Enforcement Bureau, which will cover the Interim Policy for Executive Licensure. A vote is expected following that discussion.
  4. A portion spearheaded by Executive Director Karen Wells where the Commission will discuss two topics ahead of likely votes: a discussion of criteria for sports wagering license application and selection process, and a discussion of process for approval for use of sports wagering systems and devices.
  5. Responsible Gaming and Advertising, which will cover a Responsible Gaming Update regarding sports wagering, as well as a research update, including sports wagering statutory requirements.

The likely final portion of the meeting will be Commissioner Updates, which will cover a plan for future Sports Wagering Roundtables. There is also time reserved at the end of the meeting for matters the Chair did not reasonably anticipate at the time of posting.
