Meeting Notification: MGC to hold public meeting on May 6, 2021; Conference Call Available

WHO:               Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Gayle Cameron, Eileen O’Brien and Enrique Zuniga 

WHAT:              The Massachusetts Gaming Commission will hold public meeting #343 on Thursday, May 6, 2021.

After an approval of minutes, Executive Director Karen Wells will provide an administrative update, which will include the following:

  • Staff Introduction
  • Research and Responsible Gaming International Jurisdiction Collaboration
  • On-site Casino Updates

Representatives from MGM Springfield will then present the licensee’s quarterly report.

Licensing Division Chief Nakisha Skinner will ask that the Commission vote on the following:

  • MGM Service Employee Exemption Request – 205 CMR 134.03(1)(b) – VOTE
  • MGM Gaming Beverage License Amendment – 205 CMR 136.03(1) – VOTE

Director of Racing Dr. Alex Lightbown and Financial Analyst Chad Bourque will request a Commission vote on Quarterly Local Aid Payments.

Director of the Investigations and Enforcement Bureau Loretta Lillios and Senior Enforcement Counsel Katherine Hartigan will ask that the Commission vote on a qualifier for Plainridge Park Casino.

Chief Finance and Accounting Officer Derek Lennon and Commissioner Zuniga will lead a discussion related to the MGC’s budget.

General Counsel Todd Grossman and Associate General Counsel Carrie Torrisi will request a Commission vote on the following:

  • 205 CMR 146:13: Blackjack Table; Card Reader Device; Physical Characteristics; Inspections; 205 CMR 146:49: Cards: Receipt. Storage. Inspections, and Removal from Use; 205 CMR 146.51: Dealing Shoes: Automated Shuffling Devices – This is an administrative change that will remove all references to the 6-to-5 blackjack variation from the regulation – and Amended Small Business Impact Statement, for approval to finalize the promulgation process – VOTE

Associate General Counsel Caitlin Monahan will then provide an update on Tribal Matters.

Community Affairs Division Chief Joe Delaney, alongside Senior Enforcement Counsel Katherine Hartigan and Program Manager Mary Thurlow, will review applications for the 2021 Community Mitigation Fund related to Public Safety Impact, Transportation Planning & Construction, and Community Planning. Votes on these matters are anticipated.
