Meeting Notification: MGC to hold public meeting on May 22, 2025; Conference Call Available

Once the meeting is called to order, the Commission will review meeting minutes from several past open meetings, including those on January 19, 2023, October 29, 2024, April 24, 2025, and May 1, 2025.
Commissioner Brad Hil will deliver a legislative update, followed by an administrative update from Executive Director Dean Serpa.
The Community Affairs Division will follow with quarterly report presentations for MGM Springfield, Encore Boston Harbor, and Plainridge Park Casino. Commissioners will then hear a presentation from the Research and Responsible Gaming Division on Springfield Youth Health Surveys: Understanding Youth Gambling Behavior in Springfield.
The meeting will then shift to discussing the prediction markets before moving into a separate discussion about sports wagering advertising research. The Finance Division will then update the Commission on the third quarter budget.
The Investigations and Enforcement Bureau is expected to bring forth several matters to the Commission, including noncompliance matters and reviews of multiple IEB recommendations for civil administrative penalties.
The Sports Wagering Division will follow up with updates to the house rules of Penn Sports Interactive and Fanatics. There will also be a discussion of FanDuel’s request for a waiver from reporting gender information required by 205 CMR 239.04(6). The meeting is also expected to go into executive sessions to discuss both Bally’s and BetMGM’s requests to use alternate methods of KYC identity authentication at the time of sports wagering account establishment pursuant to 205 CMR 248.04(4).
The meeting will also enter an executive session to review minutes from previous executive sessions on June 6, 2024, February 24, 2025, and March 11, 2025.
Commissioner Updates are expected to follow, rounding out the meeting.
At the end of the meeting, there is time reserved for any other business the Chair did not reasonably anticipate at the time of posting.
