Meeting Notification: MGC to hold public meeting on May 20, 2021; Conference Call Available

WHO:               Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Gayle Cameron, Eileen O’Brien and Enrique Zuniga 

WHAT:              The Massachusetts Gaming Commission will hold public meeting #344 on Thursday, May 20, 2021.

After an approval of minutes, Executive Director Karen Wells will provide an administrative update, which will include on-site casino updates from Director of Investigations and Enforcement Bureau Loretta Lillios, Gaming Agents Division Chief Bruce Band, and Director of Racing Dr. Alex Lightbown.

Licensing Division Chief Nakisha Skinner will then ask that the Commission vote on a Service Employee Exemption Request related to Wahlburgers at MGM Springfield.

Dr. Lightbown will present on the following horse racing-related items:

  • Update on Horse Racing Testing Process
  • Update on Horse Racing Integrity and Safety Act
  • Standardbred Owners of Massachusetts Recognition Request as Breeders’ Representative Group – VOTE
  • 2021 Harness Meet Update
  • Race Horse Development Fund Benefits for Drivers and Jockeys – VOTE
  • Massachusetts Thoroughbred Breeders Association Request for Consultation – VOTE

Executive Director Wells will then provide a regulation review update.

Community Affairs Division Chief Joe Delaney and Senior Program Manager Mary Thurlow will review applications for the 2021 Community Mitigation Fund. Votes on this matter are anticipated.

Representatives from Encore Boston Harbor and Plainridge Park Casino will then present each property’s quarterly report.

The Commission anticipates that it will then meet in executive session in accordance with G.L. c.30A, §21(a)(7) to comply with G.L. c.23K, §21(a)(7) for the specific purpose of reviewing the proposed multi-year capital expenditure plan [described in 205 CMR 139.09], and any corresponding materials, submitted relative to Plainridge Park Casino, as discussion of this matter in public would frustrate the purpose of the statute and associated legal authorities. This matter is further governed by 205 CMR 139.02 as the information at issue is covered by a non-disclosure agreement. The public session of the Commission meeting will not reconvene at the conclusion of the executive session.
