Meeting Notification: MGC to hold public meeting on March 23, 2023; Conference Call Available

WHO:                     Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Brad Hill, Jordan Maynard, Eileen O’Brien, and Nakisha Skinner

WHAT:                The Massachusetts Gaming Commission will hold public meeting #444 on Thursday, March 23, 2023.

After the meeting is called to order, the Commission will hold a vote on whether to approve meeting minutes from a previous MGC meeting held on October 27, 2023.

Following that, Executive Director Karen Wells will hold an Administrative Update that is expected to cover an Exclusion List Plan Approval Update as well we Casino Updates.

That conversation will be followed by a discussion led by the Finance Division on 205 CMR 240: Definition and Application of Location/Resident Percentage for Taxation of Daily Fantasy Sports.

The Legal Division is then set to follow, where they will discuss 10 regulations with the Commission:

  • 205 CMR 106: Information and Filings
  • 205 CMR 107: Professional Practice
  • 205 CMR 109: Emergency Action
  • 205 CMR 202: Authority and Definitions
  • 205 CMR 213: Withdrawal of an Application
  • 205 CMR 229: Review of a Proposed Transfer of Interest
  • 205 CMR 232: Discipline of Sports Wagering Operators and Other Licensees, and Registrants
  • 205 CMR 239: Continuing Disclosure and Reporting Obligations of Sports Wagering Licensees
  • 205 CMR 241: Surveillance and Monitoring
  • 205 CMR 256: Sports Wagering Advertising

The Racing Division will then lead their portion of the meeting, which is set to cover several requests from licensees:

  • Plainridge Park Casino request for Promotional Fund Reimbursement for PENNULTIMATE Handicapping Contest
  • Plainridge Park Racecourse Request for Approval of Racing Officials and Key Operating Personnel
  • Plainridge Park Racecourse Request for Waiver of 205 CMR 3.12(6): Qualifying Race Requirement
  • Plainridge Park Casino request for Promotional Fund Reimbursement for SURVIVOR Handicapping Contest
  • Suffolk Downs Request for Approval of DK Horse, LLC as an Account Wagering Provider

The Sports Wagering Division will then hold a discussion on a clarification on rules for Russian and Belarusian participants in Sports Wagering Events.

Commissioner Updates are set to follow, rounding out the meeting.

There is time allowed at the end of the meeting for any other business that the Chair did not reasonably anticipate at the time of posting. The Commission reserves the right to vote on these or other matters during the meeting.
