Meeting Notification: MGC to hold public meeting on July 1, 2025; Conference Call Available

Once the meeting is called to order, the Commission will review minutes from previous Commission meetings on February 21, 2024, March 21, 2024, May 22, 2025, and May 27, 2025. Commissioner Brad Hill will then provide a legislative update, followed by Executive Director Dean Serpa’s administrative update. Commissioners will then discuss the succession of officer positions.
The Racing Division will follow with the Massasoit Greyhound Association’s request to approve Churchill Downs Technology Initiatives Company platforms, Twin Spires and DK Horse, LLC, as Advance Deposit Wagering Providers in accordance with 205 CMR 6.20. The Sports Wagering Division will then present Fanatics’ updated house rules to the Commission.
Research and Responsible Gaming will be followed by presenting a report titled, “Diversity in Sports Wagering and Recommendations for Future Practices in the Massachusetts Industry.”
The meeting will then shift to the Legal Division to discuss 205 CMR 256—Sports Wagering Advertising. The IEB will follow with a review of their recommendation to assess a Civil Administrative Penalty pursuant to 205 CMR 232.02(2) regarding noncompliance with Knowledge-Based Authentication requirements by American Wagering Inc., d/b/a Caesars Sportsbook.
Commissioners will then hear from the Finance Division regarding approval of the FY26 Budget.
Commissioner Updates are expected to follow, rounding out the meeting.
