Meeting Notification: MGC to hold public meeting on January 9, 2025; Conference Call Available

WHO:                    Members of the Massachusetts Gaming Commission, including Chair Jordan Maynard and Commissioners Paul Brodeur, Brad Hill, Eileen O’Brien, and Nakisha Skinner

WHAT:                The Massachusetts Gaming Commission will hold public meeting #543 on Thursday, January 9, 2025.

Once the meeting is called to order, the Commission will consider meeting minutes from a series of Commission meetings on August 18, 2023, December 14, 2023, and July 11, 2024. Executive Director Dean Serpa will then provide an administrative update.

The Legal division will lead a discussion regarding a classification review of Bally’s Interactive LLC transaction including possible consideration of request for waiver from transfer of interest provisions. Afterward, Legal will also discuss 205 CMR 238.12: Additional Uniform Standards of Accounting Procedures and Internal Controls for Sports Wagering.

The Sports Wagering Division will then introduce a request for extension of a temporary waiver for all sports wagering operators from 205 CMR 238.12. There will also be a request for a temporary waiver for BetMGM from 205 CMR 255.02. Sports Wagering will close out their section of the meeting with an update to the house rules of both FanDuel and BetMGM.

Commissioners will then hear from the Information Technology Division with a review of compliance by Bally Bet relating to a technical security control audit. Research and Responsible Gaming will follow with updates regarding the MGC Responsible Gaming Framework, the Bet Blocking software, and the AI Working Group.

The meeting will then shift to a review of the IEB’s recommendation of an assessment of a civil administrative penalty regarding noncompliance with permissible sports wagering offerings by Penn Sports Interactive. The IEB will also deliver a briefing on a noncompliance matter related to FBG Enterprises Opco, LLC, d/b/a Fanatics Betting and Gaming, and hold a discussion regarding the next steps. Finally, the IEB will request a waiver from 205 CMR 234.02.

The Commission anticipates that the meeting will then move into an executive session. First, for a discussion regarding collective bargaining of the SEIU Local 888 Agreement. The meeting will stay in executive session for the Commission to review minutes from previous executive sessions on May 30, 2023, September 21, 2023, and December 16, 2024.

Commissioner Updates are expected to follow, rounding out the meeting.

There is time reserved at the end of the meeting for any other business the Chair did not reasonably anticipate at the time of posting.
