Meeting Notification: MGC to hold public meeting on February 29, 2024; Conference Call Available

WHO:                     Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Brad Hill, Jordan Maynard, Eileen O’Brien, and Nakisha Skinner

WHAT:                The Massachusetts Gaming Commission will hold public meeting #506 on Thursday, February 29, 2024.

Once the meeting is called to order, the Commission will vote on a pair of meeting minutes from meetings previously held on May 23, 2023 and May 30, 2023.

Following that, Interim Executive Director Todd Grossman will lead an Administrative Update, which is expected to cover an update on a non-disclosure agreement and its application, as well as a proposed adjustment to the classification and compensation of Dr. Alexandra Lightbown, the Director of Racing and Chief Veterinarian.

The Sports Wagering Division is then slated to present on a house rule change request by Caesars Sportsbook. Following that, the Investigations and Enforcement Bureau (IEB) is expected to brief on a pair of noncompliance matters. IEB will then transition to a discussion on license renewal requests from eight temporary sports wagering operator licensees.

The Racing Division is expected to head the next portion of the meeting, which will likely cover a trio of racing requests from Plainridge Park Casino as well as a separate racing request from Raynham Park.

The Massachusetts Cultural Council will then share with the Commission a report and presentation. That is expected to come just ahead of Penn Sports Interactive’s 2023 Q4 report presentation.

The Finance Division will then speak on an FY24 Q2 budget update and present on MGC procurement.

Community Affairs is then expected to introduce the new MGM Springfield president and COO, Louie Theros, ahead of a presentation on MGM Springfield’s latest quarterly report. Research and Responsible Gaming will then lead the meeting in a discussion on player risk identification and response, as well as responsible gaming considerations for digital payments in casino gaming.

After that, Commissioners Eileen O’Brien and Jordan Maynard will discuss both the possible adoption of an updated MGC mission statement, as well as an update regarding the Executive Director Screening Committee. The Commission is then expected to vote on a pair of Executive Session meeting minutes from meetings held on January 24, 2023 and February 8, 2023, ahead of an anticipated Executive Session.

Commissioner Updates are expected to follow, rounding out the meeting. There is time allotted near the end of the meeting for any other business that the Chair did not reasonably anticipate at the time of posting.
