Once the meeting is called to order, the Commission will review meeting minutes from several past open meetings, including those on January 9, 2023, March 26, 2024, September 26, 2024, and March 11, 2025. Commissioner Brad Hil will then deliver a legislative update, followed by an administrative update from Executive Director Dean Serpa.
The meeting is then expected to enter an executive session to discuss collective bargaining for the SEIU Local 888 Agreement. The Commission is expected to enter a second executive session to review minutes from previous executive sessions.
Upon returning to a public session, the Legal Division is expected to lead a discussion on several regulations. These regulations include 205 CMR 247.03: Petition for a Sporting Event or Wager Category and 205 CMR 3.00: Harness Horse Racing.
Commissioners will then hear a presentation by the Local Enterprise Assistance Fund. The Racing Division will follow with two matters, including the Racing 2024 Annual Report.
The Sports Wagering Division will present the Commissioners with a request from DraftKings to void wagers pursuant to 205 CMR 238.35(2), as well as an update on the discussions surrounding wager limitations. Research and Responsible Gaming will follow with their proposed FY26 Research Agenda.
Commissioner Updates are expected to follow, rounding out the meeting.
There is time reserved at the end of the meeting for any other business the Chair did not reasonably anticipate at the time of posting.
