Meeting Notification: MGC to hold public meeting on June 17, 2025; Conference Call Available

Once the meeting is called to order, the Commission will review minutes from previous Commission meetings on August 21, 2023, December 7, 2023, February 7, 2024, and May 5, 2025. Commissioner Brad Hill will then provide a legislative update, followed by Executive Director Dean Serpa’s administrative update.
Commissioners will then hear from the Racing Division regarding Plainridge Park Casino’s request for a promotional fund consideration involving handicapping contests. The Legal Division will follow by leading a discussion and review of 205 CMR 3.00: Harness Horse Racing.
Following the Legal Division, Commissioners expect to hear a FY26 budget review from the MGC’s Finance Division. The IEB will then present Commissioners briefings on two noncompliance matters, one relating to BetMGM, LLC, and the other relating to Blue Tarp Redevelopment, LLC d/b/a MGM Springfield. The meeting will shift to the Research and Responsible Gaming Division to discuss the FY26 Research Agenda.
The Community Affairs Division will follow to review additional FY 2026 Community Mitigation Fund (CMF) Grant applications. Commissioners will first review the Regional Agency Grant Applications, which includes applications from the Attorney General’s Office and the Hampden Country Sheriff’s Department. The review will then move on to Municipal Block Grant Applications from 12 communities located in either Region A or B.
The meeting will then move on to the Sports Wagering Division for several items. Commissioners will be presented with an update to FanDuel’s house rules. There is also expected to be a discussion centered around last November’s Jake Paul vs. Mike Tyson fight in relation to the Commission’s combat sport policy.
The meeting is then expected to move into an executive session to discuss Penn Sports Interactive’s request to use an alternate method of KYC identity authentication at the time of sports wagering account establishment pursuant to 205 CMR 248.04(4). There is also expected to be a sperate executive session to review minutes from previous executive sessions on February 24, 2025, and three separate executive sessions on March 11, 2025.
Commissioner Updates are expected to follow, rounding out the meeting.
At the end of the meeting, there is time reserved for any other business the Chair did not reasonably anticipate at the time of posting.
