WHAT: The Massachusetts Gaming Commission (MGC) will simulcast three public hearings across the state seeking public comment on proposed Phase 2 Regulations which focus on the merits of an applicant’s proposed gaming establishment and other matters within the Commission’s jurisdiction.

GUIDELINES: This public hearing is designed solely to receive comments about the Commission’s draft regulations governing the Phase 2 RFA process. Throughout the hearing, the Commission will receive both written and verbal comments strictly in regards to the content of these regulations, portions of the regulations that should be changed, topics that are pertinent to the Phase 2 process but that have been omitted from the draft and other topics that focus solely on Phase 2 regulations.
On March 28, 2013, MGC approved a set of draft Phase 2 regulations for purposes of commencing the process towards final promulgation. There are two parts that comprise the draft: 1. An update to the existing regulations, and 2. New regulations governing the phase 2 licensing process. The new regulations cover such topics as the content and evaluation of the applications, host community agreements and elections, the designation of surrounding communities and the execution of surrounding community agreements.
Prior to the public hearing, the Commission welcomes written comment on the drafts. Please submit your comments no later than Wednesday, May 1st at 5:00pm. Those who wish to submit written comments on the draft regulations may do so by sending an email to mgccomments@state.ma.us with ‘draft regulations comment’ in the subject line.” Please be certain to identify in your comments the section number of the regulation for which you are commenting.
Those who wish to make a comment at the public hearing may sign-up prior to the hearing by contacting Janice.Reilly@state.ma.us to schedule that appearance or you may also sign-up to make a comment about the proposed regulations at the beginning of the public hearing The Commissioners will announce as the hearing begins the amount of time each speaker will have to present his or her comments.
