Meeting Notification: MGC to hold public meeting on November 21, 2019

WHO: Members of the Massachusetts Gaming Commission including Chair Cathy Judd-Stein and Commissioners Gayle Cameron, Eileen O’Brien, Bruce Stebbins, and Enrique Zuniga
WHAT: The Massachusetts Gaming Commission will hold public meeting #282 on Thursday, November 21, 2019.
The meeting will begin with an approval of minutes, followed by an administrative update from Executive Director Ed Bedrosian.
Representatives from MGM Springfield and Encore Boston Harbor will then present each casino’s Quarterly Report to the Commission.
Investigations and Enforcement Bureau Director Karen Wells and Chief Enforcement Counsel Loretta Lillios will provide a clarification of Regulation 205 CMR 134.09 – Sealed Records.
Chief Finance and Accounting Officer Derek Lennon, alongside members of the MGC’s Finance Division, will then present the MGC’s FY20 1st Quarter Report.
Acting General Counsel Todd Grossman will request that the Commission vote on the following:
- Final Draft Versions of 205 CMR 134.01 and 134.06 Re: Licensing and Registration of Employees, Vendors, Junket Enterprises and Representatives, and Labor Organizations, to authorize Encore Boston Harbor to begin running junkets; and Amended Small Business Impact Statements – VOTE to finalize the promulgation process
- Final Draft Version of an amendment to 205 CMR 133.05: Voluntary Self Exclusion, to allow licensees to provide an aggregated no-marketing list to junket operators that will include individuals on the Voluntary Self-Exclusion list but will not identify them as being on such list; and Amended Small Business Impact Statement – VOTE to finalize the promulgation process
- Final Draft Version of several amendments to 205 CMR 134.00: Licensing and Registration of Employees, Vendors, Junket Enterprises and Representatives, and Labor Organizations, to include procedural and administrative updates, and the addition of a waiting period to reapply for a license; and Amended Small Business Impact Statement – VOTE to finalize the promulgation process
- Final Draft Version of 205 CMR 138.05: System for Ensuring Employees are Properly Licensed or Registered, to include an administrative update; and Amended Small Business Impact Statement – VOTE to finalize the promulgation process
During a discussion on commission matters, Commissioner Zuniga will request a vote relating to the GameSense Procurement Report, and Commissioner Stebbins will provide a recap of the MGC’s recent “Fostering Partnerships” Networking Forum.
Director of Workforce, Supplier and Diversity Development Jill Griffin will then provide a presentation to the Commission on the Build a Life That Works Campaign’s 2nd Anniversary.
