DEADLINE EXTENDED – Request for Public Comment: Table Game Rules Regulations

The Massachusetts Gaming Commission is seeking public comment from interested members of the public and its gaming licensees on questions posed at its meeting on January 5, 2017, with respect to the Commission’s promulgation of regulations governing table game rules.  The questions are as follows:

  1. Will the Commission require that all games (including so-called “standard” games) go through an approval process in order to be authorized for play, or will it authorize particular games for play by some other method (e.g., authorization by regulation)?  If the Commission does require an approval process for all games, what will that approval process be?
  2. Will the Commission publish written rules for the “standard” games (g., poker, blackjack, craps, roulette)?
  3. What will be the application process for new table game rules and modified table game rules?  Will parties other than licensees be permitted to submit applications?
  4. What will be the Commission’s process for review and approval of new and modified table game rules?
  5. Will the Commission publish table game rules in its regulations, on its website, or in some other way?
  6. Will the Commission permit reciprocity for game rules that have been approved in other jurisdictions?  If so, will those game rules then be completely exempt from an approval process or will they be subject to a modified approval process?
