The Massachusetts Gaming Commission Issues $65,000 Fine to Plainridge Park Casino

Casino receives administrative penalty for noncompliance with minimum security staffing requirements

The Massachusetts Gaming Commission has issued a $65,000 fine to Plainridge Park Casino for repeat non-compliance with minimum security staffing requirements.

In accordance with Mass. General Law chapter 23K, § 36, the Investigations and Enforcement Bureau (IEB) of the Massachusetts Gaming Commission has assessed Plainridge Park Casino (PPC) with a civil administrative penalty in the agreed-upon amount of $65,000 for violations related to non-compliance with required minimum staffing for the Security Department.   The IEB identified incidents of noncompliance regarding 205 CMR 138.02(7); 205 CMR 138.14; and Section 3 of PPC’s Internal Controls on minimum security staffing for the facility.

During the period of December 26, 2016 through January 7, 2017 and January 14, 2017, the IEB’s gaming agents performed a review of PPC’s security staffing levels. Random checks of each security position were performed on 46 occasions and included checks of all shifts. It was determined by gaming agents that PPC was out of compliance 12 times (out of 46 occasions checked).

MGC Executive Director Ed Bedrosian states, “Security staffing levels are of critical importance because of the security department’s role in ensuring public safety and maintaining the physical security of the casino complex, its employees, guests, property, the prevention of underage gambling, and the monitoring of alcohol consumption. MGC will continue to hold licensees to a high standard of compliance to protect the integrity of the gaming establishments.”

PPC fully cooperated with the IEB throughout this process and is taking proactive steps to remedy this matter including enhanced measures for managing the security department and additional training on regulatory compliance for all security employees.

By agreeing to the administrative penalty, PPC waived its rights to an adjudicatory hearing on this matter.
