A Request for Public Comment: Wynn Boston Harbor Draft Workforce Development and Diversity Plan

The Massachusetts Gaming Commission hereby requests public comment on the Wynn Boston Harbor Draft Workforce Development and Diversity Plan.

As part of the effort to ensure that Massachusetts residents benefit from the operational jobs created by casino development in the Commonwealth, the Massachusetts Legislature established requirements in the Expanded Gaming Act that gaming Licensees must satisfy and produce for (Commission approval) an Affirmative Action Program for Equal Opportunity. As referenced by Sections 18 and 21 of Chapter 23k and the Massachusetts Gaming Commission’s Agreement to Award A Category 1 License to Wynn, the workforce development plan must incorporate an affirmative action program of equal opportunity which:

  • Will identify and market employment opportunities to under and unemployed residents of the Commonwealth and work with the Massachusetts Department of Labor and Workforce Development and related state and local agencies to create this program;
  • Guarantees to provide equal employment opportunities to all employees qualified for licensure in all employment categories, including persons with disabilities;
  • Utilizes the existing labor force in the Commonwealth;
  • Identifies workforce training programs offered by the gaming establishment;
  • Identifies the methods for accessing employment at the gaming establishment;
  • Establishes, funds and maintains human resource hiring and training practices that promotes the development of a skilled and diverse workforce;
  • Has transparent career paths with measurable criteria that lead to increased responsibility and higher pay grades, career advancement and promotion;
  • Provides employee access to additional resources including tuition reimbursement or stipends, to enable employees to acquire the education or job training needed to advance career paths

Finally, an important priority in the Expanded Gaming Act is equity and inclusion. As part of this process, all gaming Licensees are required to set diversity hiring goals and submit strategic plans for the inclusion of minorities, women and veterans in the workforce.

The submission of the Wynn Boston Harbor Workforce Development and Diversity Plan is intended to satisfy all these requirements.

The Plan will be available for public comment for a period of April 2, 2018 until May 1, 2018.
