MGC Publishes Two Sports Wagering-Related White Papers

During a virtual public meeting on June 14, 2021, staff from the Massachusetts Gaming Commission (MGC) requested authorization to finalize and release two sports wagering-related white papers. The Commission, which had had the opportunity to review drafts of each paper in advance, granted the staff’s request.

The first, titled “Applying Principles of the Massachusetts Responsible Gaming Framework to Sports Wagering Policy and Practice,” provides an overall orientation to responsible sports wagering policies and practices and offers recommendations.

The second, titled “Sports Betting Update: A Report on the Status of Play,” is intended to update an earlier 2018 white paper prepared by MGC staff members. It is a fact-based paper that highlights the variance in policy decisions across jurisdictions and reflects the rapid evolution of the national sports wagering landscape. It does not advance positions or make policy recommendations.

In 2018, MGC issued a white paper that examined facts concerning illegal and legal sports betting in the United States and the various policy approaches to a regulated sports betting market in the Commonwealth.

MGC staff hope these documents serve as a helpful resource for interested legislators and other stakeholders as legalization of sports wagering in Massachusetts is considered in the days and weeks ahead.
